It was formed on 15 July 1936 by renumbering No 406 (Fleet Spotter Reconnaissance) Flight equipped with a single Fairey IIIF and two Ospreys.

HMS Enterprise (Osprey)

In October 1936 the Fairey IIIF was replaced by a Walrus and in June 1937 the Osprey in HMS Emerald was replaced with a Seafox

With the return of HMS Emerald and Enterprise to the UK for refits, the flight ceased to operate the Seafox.  HMS Manchester arrived in October 1938 with three Walruses.
