Formed on 15 July 1936 at RAF Mount Batten equipped with a single Supermarine Walrus from an element of No 444 (Fleet Spotter Reconnaissance) Flight.

Another Seal was supposedly withdrawn in August 1938 and the third in October. In January 1939 a Swordfish were received for HMS Rodney.

In February/March 1939 the flight supplied two Swordfish seaplanes for HMS Repulse whilst attached for an exercise.
