It was formed on 15 July 1936, from an element of No 447 (Fleet Spotter Reconnaissance) Flight equipped with Fairey IIIF and Osprey floatplanes.

Some Swordfish Is were taken on strength in September 1936 with the Ospreys being withdrawn in November. A Seal was also operated from November and the Fairey IIIFs were withdrawn in January 1937. Blackburn Sharks were added to the unit strength in February 1937.
