First Deputy Under-Secretary of the Air Ministry (1st DUS) (Acting Permanent Under-Secretary of State)

The First Deputy Under-Secretary, apart from deputising for the Permanent Under-Secretary of State, undertakes the overall supervision of the establishment and financial sides of the Air Ministry, including estimates and accounting.

He exercises a general supervision over the Directorate of Accounts and administers the finance division dealing with estimates (F 1).

He undertakes the general administrative oversight of the Accidents Branch on behalf of the Permanent Under-Secretary of State, accident reports being rendered direct to the Secretary of State.

All financial proposals involving new expenditure of magnitude, from whatever department or division they emanate, are submitted to him, through F 1.

The First Deputy Under-Secretary supervises the financial and administrative arrangements on the Contracts and Production sides arising out of the expansion of the Royal Air Force

He co-ordinates the work of the Directorate of Contracts and of the Directorate-General of Production in so far as it is concerned with questions of finance and contracts and is responsible for ensuring that the necessary close liaison between them is maintained.

In particular, he is charged with reviewing the administrative arrangements and financial safeguards necessitated by the new responsibilities undertaken in connection with the expansion of the RAF and the planning of production services.

All contract matters requiring ministerial authority are submitted through him, the Permanent Under-Secretary of State being informed in cases of special importance.
