He took command of No 600 as they began conversion from Blenhiems to Beaufighters.MAXWELL, Hugh Lockhard, W/C (25046, Royal Air Force) - No.18 Squadron - awarded as per London Gazette dated 22 November 1940. This recommendation was drafted 28 September 1940 by AVM Robb, AOC, No.2 Group.
"Squadron Leader Maxwell, although junior in rank, took over command of his squadron in France shortly before the German break-through had begun. He commanded the squadron throughout a period of very active operations, culminating in the successful withdrawal of the squadron to England. Throughout this difficult period his excellent leadership and constant care of his men did much to preserve the high morale of his squadron.
After the return of the squadron to England, Squadron Leader Maxwell took over command of one of the Flights. Here his personal leadership in air operations, his determination and fine fighting spirit have been a most inspiring example to the rest of his squadron."
