"GRIFFITHS, John Swire, A/A/C (Royal Air Force) - Command Headquarters, South East Asia.
This officer is the Command Accountant and has achieved a work of reform which is, perhaps, unique in the financial history of the Indian Government. When, subsequent to the loss of Singapore, a chaotic state existed in the sphere of service pay and accountancy for the Armed Forces hastily thrust into India without records, Air Commodore Griffiths, by patient endeavour and persuasion, not only straightened out the tangle, but compelled the authorities, who were unable to master the situation, to accept the RAF system of pay accountancy which has been a conspicuous success. Acting almost single-handedly to begin with, Air Commodore Griffiths has set a high standard of selfless devotion, leadership and ability."
