After attending Harrow School from 1907 to 1912 he entered the Royal Military College at Sandhurst.

He took part in the1922 Chanak Crisis,  his squadron flying  its aircraft off HMS Argus.   Having been one of the last to leave France in 1940 he resumed command of No 22 Group and began developing better tactical co-operation techniques with the Army.   However on 23 Oct 1940, having just taken off from Hendon on a scheduled flight to Belfast on route to discuss army co-operation exercises with GOC, Northern Ireland; his aircraft crashed on the edge of the airfield killing all but one on board.  The survivor was not Charles Blount.  

Citation for the award of the Military Cross

"Capt. Charles Hubert Boulby Blount, R. W. Surr. R. and R.F.C.

For conspicuous skill and gallantry. He has organised the contact patrol work of a new squadron, and has carried out valuable work in the air himself. On one occasion he flew for a long time at about 500 feet under heavy fire to locate a battalion which was lost."
