Citation for the award of Officer of the Order of the British Empire
"WINCOTT, Cyril Beresford, G/C - Royal Air Force Delegation, Washington
This officer has served with the Commission since December 1940. His work has been of a very high order and of inestimable value in cooperation with the United States Services to our advantage in the rectification of aircraft obtained from U.S. sources to meet British operational requirements. He has, single-handedly, done great service in the furtherance of the war effort."
